Yes there are a few locations where you can find Poliwhirl in the wild specifically in the water one spot that has worked the best for me is Viridan City. Use the Super Rod in the small pool left from the Pokemon Center a couple times until it appears.
Where can you find polywarl?
In Generation I (Red, Blue, Yellow), Poliwhirl can either be evolved from Poliwag at lvl 25 or it can be caught at Route 10 and Celedon City using the Super Rod in Red and Blue. In Yellow, Poliwhirl can be caught at Routes 22, and 23 using the Super Rod.
