The amulet coin is in the left hand ruin inside Amity Square Park in Hearthome City. You will need to have a "cute" Pokemon in your party in order to get into the park. Before obtaining the National Pokedex, they are considered to be Pikachu, Clefairy, Psyduck, Pachirisu, Drifloon, Buneary or Happiny. After you get the National Pokedex you can also bring in Jigglypuff, Torchic, Shroomish, or Skitty.
