The bestest way is crafting Nature Runes, I heard there's a lot of profit to be made there considering nature runes are whats needed for mages to cast high-alchemy spells to train magic.
No staff will really MAKE runes; however, some staffs will SAVE you the runes when you use the corresponding spell. Thus, by wielding a staff of fire, or one of the more advanced versions, you will need no fire runes for any spell (for instance, combat spell, or high alchemy) that normally requires them.
For non-members, the main source of nature runes is non-player characters that drop them (such as Dark Wizards or Flesh Crawlers), as most monsters that drop runes may occasionally drop nature runes. There is also a lava-surrounded island in high level wilderness where nature runes may be tele-grabbed from a spawn. Each tele-grab gives you 3-4 nature runes.
It can do several things; read the announcements on the RuneScape forum. What I find especially interesting is that you get several uses of High Alchemy per day, for free, i.e., without runes (nature runes usually cost somewhere around 200-300 coins each). You do need to have the magic level, though.
All you have to do to do high alchemy is to click the spell when you have the correct runes then it automatically goes to your inventory. Click an item it will turn it it into gp. It takes about 5 seconds.
You can buy nature runes for cheap and sell them for more. It's called merching. You can do this potentially with any item, but you should use items in high demand.
You can use the Low Level Alchemy at magic level 21 using 1 nature rune and 3 fire runes. Then after you get to magic level 55 you can High Level Alchemy using 1 nature rune and 5 fire runes. Both are for F2P and P2P.

To be honest with you, you shouldn't really lo-alch anything since it would be a waste of runes or/and cash spent on those runes, unless you make platebodies steel+ yourself, then low alch them.
The best way is to have a lot of money, like 1 to 2 million and buy first mind runes and do those spells until you can teleport then, buy law runes and whatever else you need to teleport then keep on teleporting until you have 55 magic then High Alch to 60.
