It's better to be more thorough than to forget an important part of the plan. The first section of the plan should be the Executive Summary. Take two pages or so and give a high overview of the project, the players, the process, and the long term goals.
The next section should be a Company Summary where the product and the processes are described in great detail. You may want to seperate the next section as Company Overview where you list the key players of the company and their roles.
