You first need to remove the side cover at the top of the cylinder on the right side. Once this is removed you will expose the power valves and power valve actuator rod. You will need to remove a cotter pin that holds the actuator rod to the power valve shaft. You can then remove the power valve shaft. The power valves will come out through the exhaust port. It is best to have the cylinder head removed and expansion chamber removed for access. If the shaft wont pull out it is because of carbon build up. You will need to spray the shaft and valves with solvent. The shaft should pull out.
