It was caused by politics - Congress thought it was time for some action, even though the unlucky General Irvin McDowell knew that his army was not ready for combat. The outcome of the battle (a Confederate win) was that neither side was ready for combat, and no operations of any consequence would happen for about another seven months. the federal government began to realize that this would be a long, hard-fought war.
