Personally, I prefer Sibelius 4 or Sibelius 5, because it is far easier to use if you aren't too hot on midi sequencing. However, if that is your cup of tea, Cubase SE comes highly recommended by many people. I find Sibelius far easier if you are a musician trying to use the computer, as opposed to someone who prefers their multi-tracker! Sibelius is also much easier for creating musical effects for example dynamics and articulation.
