Plasma is not a liquid as liquid is an entirely different state of matter. Plasma is it's own state of matter and so can not be classed as either solid liquid or gas.
The features of plasma are ions and free electrons in a gas. plasma is neutrally charged.

Bad wording. Plasma is a STATE of matter. Going from coldest to hottest (least energetic to most): solid - liquid - gas - plasma Matter goes into the plasma state when the energy level gets to the point where electrons get stripped off.
Interesting question. Electricity is the flow of electrons which can occur through solids, (copper,etc.), liquids, (water,etc.) or gases, (air, etc.) Electromagnetism is one of the four naturally occurring forces in the universe and occurs in all 3 basic states of matter.
Plasma is a state of matter which exists at really high temperatures. Plasma gas is a mixture of ions, electrons and atoms. The other three states of matter are solid, liquid and gas.
