Some people don't vote because they don't care enough to do so. Others because they can't get out to of work. Still others don't feel that their one vote is important. Some do not find candidates who they would vote for, or are otherwise undecided.
You should use "who" when referring to the subject of a sentence and "whom" when referring to the object. In the phrase "who should I vote for," "who" is correct because it is the subject of the implied action (the one doing the voting). However, if you were to rephrase it as "For whom should I vote?" then "whom" would be appropriate as it refers to the object of the action.
Electoral votes in the Electoral College determine the President of the United States. The electors are elected by popular vote in each state and each candidate for elector swears in advance whom he will vote for.
The electoral votes are (more or less) decided by how many popular votes are cast for the candidates in various districts. So especially if you vote in a "swing state" and in an undecided district it is important to vote.
We live in a democracy, everyone has the right to give their own insight to vote for whom.
