Some people don't vote because they don't care enough to do so. Others because they can't get out to of work. Still others don't feel that their one vote is important. Some do not find candidates who they would vote for, or are otherwise undecided.

Not true. According to voting regs, if you are a US citizen and hold dual citizenship, you can vote in both countries, if they allow it. The US does.
