In most states, the tests are free at the DMV. If your state does charge for testing, then it'll vary according to state.

NO - most states "regulate" who takes these tests and have strict guidelines of "NECESSARY" required training that has to be done BEFORE being allowed to sit for the state tests! Some of these tests require that you are "sent" by the school and have to have them "send over your name" as allowed to be there.They did THIS to me when I went for my Pharmacy Technician state test. They verified that my school had sent me there!
As of 2021, there are no states in the United States that require a blood test to get married. Requirements for marriage licenses vary by state, but blood tests for things like STDs or genetic diseases have been largely phased out.
