I would think that you would have to be at least 18 to work there since that's what age you have to be to actually get a tattoo but I may be wrong.

Well first off if the Tattoo was not at a shop I would go to the doctor and have them look at that. If the tattoo was done at a parlor I would call your tattoo artist and ask him if any of the tattoo work would of had any part of the color.

Look at the quality of the work, the scores from the health department, and the general cleanliness of the shop. When your tattoo is healing keep your dirty hands off of it. That is where most infections come from

Wether they work from home or have their own shop, any artist can gain the title. A scratcher is somebody who does bad work and doesn't use the proper cleaning techniques on their equipment. Not all people who work from home do bad work. And alot of people use better sterilization techniques and cleaning practices than "professionals" do. What definal a person from being a tattoo artist or a "scratcher" is mostly their work ethics and their respect for the industry and for the art.
