I have heard that the best topsoil is any composted material that consists of important nutrients or potting soil mixes. Here is a link to a video all about topsoil. http://www.ehow.com/video_4754112_best-types-topsoil.html
This will depend on what is under the topsoil.
To create a new garden he would have to get some topsoil and put it there.
Because it's awesome goddamnit!
Properly prepared top soil would be better in a garden then peat moss. Peat moss is great for containers. I only use peat moss in my garden when I am planting a delicate plant, and I just use it to fill the hole.
A garden or farm is where a person would most likely find loam topsoil. It retains water and nutrients very well.
Compost, sand, and topsoil are ingredients in organic garden mix. The exact type may vary even though the three above-mentioned constituents, each in one-third proportions, represent the classic of healthy, garden topsoil, screened leaf mold or mature compost, and sharp sand (or perlite).
This question has no real answer as it depends where you stay and the availability of top soil. How much is a cubic yard of topsoil in Iceland? How much is a cubic yard of topsoil in the Sahara Desert? How much is a cubic yard of topsoil in Washington DC? etc. etc. Check a local newspaper or nursery/ garden centre
My garden is just rocks and sand. Your garden has rich, deep earth and all kinds of plants. I remove all the soil from your garden and spread it over my desert. See how my garden has benefited?
