Lt. Surge - Vermillion City
Misty - Cerulean City
Erika - Celadon City
Sabrina - Saffron City
Janine - Fuschia City
Blaine - Cinnebar Island
Brock - Pewter City (go through Diglett cave to reach Pewter City)
Once you have all those, you can find Blue/Green/Gary on Cinnebar island and he will return to the Veridian gym where you can get badge 16.
