The two people who discovered the relationship between a star's temperature and its brightness were Ejnar Hertzsrung and H.N. Russell. The two men were working from research that had been done by Ludwig Boltzmann and Joseph Stefan.
"Discovered" is really the wrong word here. The idea of plotting the temperatures of stars against their luminosity, and thus gleaning useful information about the evolution of stars, is credited to Ejnar Hertzsprung and Henry Norris Russell.
The Hertzsprung-Russell diagram turned out to be a very useful tool in understanding how stars change as they age.
Two astronomers were separately involved in this, around the year 1905.

Hence the name of the famous Hertzsprung-Russell diagram.
