Almost anything can be used as a measurement unit. For example, I have measured the dimensions of a room in terms of my own feet, or the width of my desk in terms of the span of my hand. That is fine if it is a measurement for my own use but in dealing with other people I would need to use standard measures. At present, the International System of Units (the SI System) is the best option we have.
