You don't get one for passing riding level 9. You just get the job for riding level 8, like when you were at riding level 6, you were still a farrier.
There is no job change when you pass riding level 3. You are able to create an equestrian center when you pass this level.

After you've passed you riding level test (for example Riding Level 5 for the job of Blacksmith) you have to wait until your old contract expires. When it expires, there is a button "change my job" on your "My job" page. After you've changed your job, you can look at the offerings for the new job.
