Quotation marks come in pairs. When using dialog in writing, capitalize the first letter when quoting complete sentences, but not when quoting broken up or bits and pieces of material. Punctuation always comes before the final quotation mark.

You use quotation marks with what you read/hear like u read 'today is a sad day, the the British soldiers in Afghanistan have been shot down. An eyewitness that doesn't want to be named said 'Its been a terrible time for people who loved them' ' you would use quotation marks on what the eyewitness says.

Whenever writing papers where a citation or quote is used, quotation marks (") would be used to refer to the quote exactly as it was said/written.

i.e. Excerpt from a passage,

I learned to read with a Superman comic book.

If you wanted to quote this statement, you would essentially "copy & paste" the statement but place quotation marks at the beginning and the ending of the statement.

"I learned to read with a Superman comic book."

And that is called a citation. Of course you would also be required to leave a source cited letting readers know where you acquired the statement. I however do not have the full cited source but this text example is from Sherman Alexie's essay The Joy of Reading and Writing: Superman and Me. (and does not belong to me in any way shape or form)
