Male soldiers are not authorized to wear cosmetics either in uniform or in civilian clothing on a military installation. And it's an unwritten rule you don't wear makeup when you're off the installation either.
Female soldiers in uniform or on duty in civilian clothing may wear cosmetics, but they must be "conservative and compliment the uniform." (That phrase is straight from Army Regulation 670-1, which is the Army dress code.) Female soldiers off duty can wear as much makeup as they want.
There are also nail polish regulations (none for men, on women only in dress uniforms) and a very, VERY long list of regs regarding your hair.
That's how the regulation reads. In practice, no one can agree on the definition of "conservative and compliments the uniform" so to save themselves grief, most female enlisted soldiers don't wear any on duty. Many female officers do, but people figure officers know the regulations from memory.
