The inlet and outlets are the same size on a tank, weather your plumbing is the same size should be the question. This is not critical, but they should be the same,if there is no backflow restrictor on a plubic line and the inlet is larger then the outlet,then you could be pushing hot water into the pubic line. New installs recommend an expansion tank,but few people install them,unless they get water hammer,knocking sounds. But most new water heaters have a restrictor built into the inlet. There is no difference between gas and electric, the water does not know how it is being heated.

Most likely your water pressure is too high, and the water flow is causing water hammer on your pipes at the turns. To alleviate this, you can lower your water pressure, or install shock arresters at the problematic areas. Or, it's possible that your pipes are rubbing against metal hangers, causing the noise. You can put tape on the pipe at the hangers. == Answer== If it were water hammer, I think it would make the sound when you turned the water off not on. I would go for a loose washer on faucet. If that is what you mean by turning on water.

Check your water pressure and make sure your expansion tank is charged to the same pressure after you buy one. If you go to watts.com there is a nice calc for ex tank size. There is probably a check valve before or just after you water meter which does not allow for the expansion of the hot water heater and also you could have just over 40psi coming from your water authority, in which case those small arresters are not enough.
