Lugia is found at the buttom of the Whirl Islands, not on a specific item. To summon him, you must have the Clear Bell from fighting the Kimono Girls in Ecruteak City and the Silver Wing from the Radio Tower.

∙ 13y agou need to go in the top right whirl island but u need to be careful about which ledges u jump down cuz they are all linked together but the top right has a way which sends u back to the others leaving u unable to get to the path to lugia as well as a way to lugia so make sure u take the right path otherwise u'll still be stuck :) happy catching

∙ 13y agofirst go to the bottem riht hand cave. then go down the ladder and hop the dirt mounds on the left. finally go down that ladder remember you will need a silver wing for this. go to the bald guy and he will let you in. go all the way downand theres a cave. and inside theres a pon d and in the middle theres lugia. [you need surf to get to him].

∙ 13y agoGo to olivine city, go to the beatch and go strait down using surf(before you do this get the silver wing from the man at pewter city in kanto). the one you reach is the one lugia is in. it should take about two or three minutes to find a man blocking a path. he will let you through. Lugia is a little lower.
