Windows 1.0 to Windows 3.0 could only run 16-bit apps. Windows 3.1 could run certain 32-bit apps through call thunking.
I'm pretty sure Windows 95 came in a 16-bit version as well as a 32-bit version but I'm not sure about any other Windows OSes.

To use 64-bit specific applications, you must purchase both a 64-bit processor and a 64-bit version of Windows. 64-bit applications will not run on 32-bit versions of Windows, even if a 64-bit capable processor is installed.
