If you mean the "Federal District" yes, it is the political division where Mexico City lies, and it is administered by the federal government. It has the same kind of status as Washington DC has.

There can be a meaning of two things that I know of: Bhangra and Political boundaries. Those are the three regions of Punjab. Each of them has their own style of Bhangra.
A senator elected at large is one elected by the votes of the entire political entity (i.e., state) that he represents. This is opposed to the process of electing Congressmen/women from a district, which is a subdivision of the political entity.

I don't understand what you mean by "district". If you mean the city of Atlanta, it has 420,003. If you mean the Downtown and Midtown, the populations are 30,000 and 28,000. If you mean school district, it has 55,000 students.

That depends on what sort of district you mean: Congressional district, state legislative district, school district, etc.
