Captive bred - ALWAYS ! Certain species of reptiles are becoming scarce or even extinct in the wild - due to people capturing them for the 'pet' trade. EVERY animal species has a right to live on this planet. Removing wild reptiles simply reduces the numbers remaining. There are more than enough reptiles bred in captivity to sustain suitable numbers for collectors.
Besides which - captive bred specimens are always healthier than their wild-caught counterparts !

Likely no. A garter snake is cold-blooded and seeks shelter before cold months. Plus, it's been fed for two months. So if you put it outside in winter, it would be shocked by the cold, it would be sluggish from the cold, and have difficulty finding a place for shelter. The winter sun would not be strong enough to warm up the snake to keep it alive.
Anything is possible but the training that is given to military snipers can't be beat and I would feel safe saying that chances are slim to none that a U.S. Military sniper would never be caught by enemies.
