It depends what type of raptor: a peregrine falcon would only be able to win if it dove into a wolf at 200 mph (they can go that speed) but then it would break its neck, a golden eagle could win, but they both would be quite hurt. I think overall, a wolf would win because it is more agile, can hear well, and smell well. Also, it can't fly, which would mean it doesn't have to worry about flapping.
In my scenario a lone raptor wants to steal a wolf's kill. The wolf growls but the raptor stands his ground and lifts his toe claw. Angered, the wolf charges. The raptor leaps out of the way. Now the raptor leaps onto the wolves back, holding on with his toe claws, but the larger and more muscled wolf shakes him off. Weak and hurt the wolf howls and the raptor hearing the noises of other wolves, calls for his pack. The wolf wins 5 out of 10 fights.
