∙ 16y agoYes, you can be arrested for a violation of a Municipal code in California.
Probable cause must exist that the party being arrested committed a violation of the law.

Failing to pay your rent is a violation of civil law (i.e.: a contract) - you cannot be arrested for violation of a contract.

There is none. The warrant will not go away until it is served (person arrested).
