"White mould" is actually Woolly Aphid insects, they excrement of the insects is high in sugar and is commonly known as "honey-dew". The honey-dew forms a substrate on which mould (the black portion) grows. Killing the Woolly Aphids will eventually solve the problem as the substrate will be exhausted and the mould will die out. Practically, spray for the aphid and wash the foliage of with warm water to remove the mould.
