The rules of making an OC are simple. Just draw the body of your OC, and make a name that is not existing. Because this is your Own Character or Original Character so you can't copy any other OCs because that'll be copyright. There are also rules that you should remember. 1. You can't use an existing name for your OC 2. You can't have the same body for another character that you have been inspired to make. 3. If you already made your abilities or powers for your OC, you must not change it. You could either upgrade your OC or add another one. But you just can't change it. Especially if other people already knew about your OC.... 4. You shouldn't make your OC THAT overpowered/OP Well, that's mostly everything I know about the rules for OCs. Hopefully, you'll make a great OC in the future.
An anime OC is someone's personal character. For instance, I have one that I made up the looks, personality, etc for. I may write fan-fiction for them, draw them, but I didn't take the character from an anime that is already out, it's from my own imagination.

Draw the circle O, and the chord AB. From the center, draw the radius OC which passes though the midpoint, D, of AB. Since the radius OC bisects the chord AB, it is perpendicular to AB. So that CD is the required height, whose length equals to the difference of the length of the radius OC and the length of its part OD. Draw the radius OA and OB. So that OD is the median and the height of the isosceles triangle AOB, whose length equals to √(r2 - AB2/4) (by the Pythagorean theorem). Thus, the length of CD equals to r - √(r2 - AB2/4).
