As per official US Navy documents, the answer is that no "first chief petty officer" exists. Nearly all personnel rated as petty officers first class since at least 1885 were automatically promoted to chief petty officer in 1893. These promotions occurred simultaneously, making the first chief petty officer impossible to determine.

You might visit the navy recruiters office and see if he can access Navy Personnel for that info. I retired over twenty years ago and we had several African-American chief petty officers when I was in. I couldn't give you a percentage because I didn't pay much attention to the someone's color or race. I was far more interested in the kind of shipmate a person was. Of those Cheif Petty Officers I know of three that made E-8 and one that made E-9 (Master Chief). Just making Master Chief is pretty rare and quite an accomplishment.
Technically, there was none. Navy General Order 409 established the Chief Petty Officer rate (enlisted rank) for 9 of the then 12 Navy ratings (job titles) on 25 February 1893. All personnel who were P.O. First Class in those 9 rates were either automatically advanced to Chief, or were able to be promoted to Chief as of 1 April 1893, the day the order went into effect. Thus a large number of Navy personnel made Chief simultaneously, and there was no single Chief before any other. There is, however, one Jacob Wasbie who served aboard the USS Alfred with John Paul Jones, whose official job title changed from Cook's Mate to Chief Cook on 1 June 1776, before the concept of petty officers was formalized.
