Yes he was Secretary of State under Thomas Jefferson. He worked with Thomas Jefferson on the Louisiana Purchase. He also tried to get the Spanish to sell west Florida. He struggled with the British on the Embargo Act of 1807 and the Non-Intercourse Act of 1809.
