There is no official title of "Czar" within the Executive Branch of the United States government (or any other branch, for that matter). In fact, this is a term created by the media, and it has been in use since the time of President Nixon in the 1970s.

Those whom critics (and the media) have called "Czars" are usually experts and advisers, specially brought in by a president to give advice or handle a specific area of policy. For example, the "Car Czar" is actually the head of the Presidential Task Force on the Automobile Industry, and is a former auto industry executive with expertise in that area of business. There is no evidence that President Obama has any more "czars" than other presidents have had.
