There is no such thing as a free tattoo unless you know someone who is trying to learn how to tattoo - if you want to be their guinea pig and risk getting a really crappy job done on you. You get what you pay for, which means if you want a good tattoo, you'll pay the artist for a good job because it is art.

You will almost surely have to get this offline. You can find anything that you desire on good tattoo websites, but they oftentimes want a tax ID number to ensure that they are selling to a shop rather than a random person, so the next best thing is to look on eBay.
If the tattoo artist is not a good one they could be reusing tattoo needles that came in contact with someone who has HepC and therefore transfers it to you. Use a clean, reputable shop and there is no risk.
