I'm not sure if there are actual packs of 20 clone troopers, but there are some packs that can have up to 5 clone troopers within them. You'd probably be better off buying small packs of clones instead of a pack of 20.

It is unstated. I believe that they were not clones, or had no intention of being clones as they were varied in height sometimes. They were called storm troopers, not clone troopers, so they would have been ordinary men. They must have enlisted.
