Well, I don't know what stage you are up to, but once you have beaten all 8 gym leaders in johto you have to battle the Pokemon league. Once you have won that, you then travel to the kanto region where you battle another 8 gym leaders. Beware, these gym leaders are a lot harder than the johto gym leaders. Sorry don't have Pokemon Silver. And i am pretty sure there are only 8 gym leaders. Update: There are technically 16 gym leaders. Once you beat the main 8 in Johto, you're allowed to go to Kanto to defeat the Elite Four -- while you're there, you can access 8 bonus gym leaders to get the 8 Kanto badges. However, there still aren't 13 gym leaders in total.
