They are the same levels as the previous Elite 4, well i am currently just about to enter Mt Silver (After winning the 8 Kanto Badges) and so far the Elite 4 have the same leveled Pokemon.

There are at the Indigo Plateau in Kanto but 1st you have to go through the Victory Road and beat all 8 gyms and catch lugia in Johto.

After you beat the 8 Kanto Gyms, if you return to the indigo plateau you go through the same elite 4 and champion, but their levels are now between 60s and 70s and they have different pokemon, some from sinnoh and hoenn as well.

Once you have beaten the elite 4 and the jhoto league champion go to Kanto and when you are in Saffron city head to the far right and go through the bridge and then you will be in lavender town
When do you get rainbow in Pokemon SoulSilver?
To get the Rainbow wing you must beat the Elite 4 and when you do you will have access to go to the Kanto region and when you get to Pewter City talk to the man closest to route 3 and he will give you the rainbow wing
