In most democracies, local people elect people to represent them in both local and national legislatures. In the US this would be the state legislature and the federal government. In the UK this would be the local councils and the Houses of Parliament.
In both cases (and generally) the national legislature could be generically called 'central government'.
Belgium is complicated federal kingdom ;-). King Albert has the symbolic power over the whole country. The belgian Governement has the real power over the nation but only for certain things. Flanders Governement, Wallonian and Brussels government have own powers for things that aren't for the central government.
