In Shakespeare, verse is usually used by important and serious characters, whereas the less important and comic characters use prose. This is not invariably the case (The play Much Ado About Nothing is almost all in prose) but usual.

Generally (but not always!) Shakespeare's characters who spoke in blank verse are the lower-status characters. Think of which characters are not as important, then compare that to some of their speech in Romeo and Juliet.

Characters who speak in blank verse typically include nobility, royalty, and characters of high status in literature. Blank verse is a form of poetry that does not rhyme, but follows a specific metrical pattern, often iambic pentameter. Examples of characters who commonly speak in blank verse include Shakespeare's tragic heroes like Hamlet and Macbeth, as well as characters in epic poems like Milton's "Paradise Lost."
Ariel is the character who speaks in verse in Act 2 Scene 2 of "The Tempest." Ariel often delivers messages and interacts with other characters through the use of poetic verse throughout the play.
Titania always speaks in verse, sometimes unrhymed blank verse and sometimes rhymed verse.. Bottom usually speaks in prose but when he is being Pyramus he does speak in rhymed iambic pentameters as well as other rhythms
