The roofs in Sims 2 for Gamecube are not visible on the houses because the software developers intentionally wanted the sky to be visible. A roof would obstruct the view.

Because the developers put significant time into making it work right. I mean what did you expect the answer to be? I seriousness though, The Sims series has always had particular good character editors. Sims 3 takes that to the new level.
