No. Community Assistants are paid employees of Answers.com. Their accounts cannot be blocked by volunteer supervisors on this site.
There is a hierarchy of supervisors on WikiAnswers. At the top level are the Community Assistants who are employees of the Answers corporation. They have the ability to make the final decisions whether they support a supervisor or not. As of February 14, 2015, there are more than 54,263,517 registered contributors on WikiAnswers. If there are about 1,090 supervisors, there are at least 54,262,427 registered non-Supervisors on WikiAnswers. Do note this count reflects total accounts as opposed to unique registrants.
Supervisors' accounts are not automatically upgraded to Supervisor status on the foreign language sites because Supervisors may not be fluent in the language, or may not actively participate in the site - having more Supervisors than in reality contribute is misleading to users of the site, who may look to those Supervisors for support. Supervisors are welcome to contact a Community Assistant about having their account upgraded on a foreign language site.

You can't really email any body on here because most of that stuff is kept private and it's quite impossible as any email accounts obtained through WikiAnswers is exclusive only to Supervisors and Community Assistants. However, you can find a particular user who answers a lot of questions about horses in the Horses category and go to their message board and ask if you can get their email address. Be sure to explain why you want their email address in the first place.
