They are administered by the National Parks Service, and their legal owner is the U.S. federal government.

To change the designation of any land administered as a national park would require a vote of Congress. Some NP's have been re-designated into other parts of the NPS, others have been turned over to state ownership.

No national park or national monument has ever had its ownership turned over to any private entity or to any agency outside the U.S. Indeed, such a transfer has never been voted on.
