District 13 remains intact because it operates in secrecy and has established a strong underground network, making it difficult for the Capitol to locate and eliminate it. Additionally, the district serves as a symbol of resistance against the Capitol's oppressive regime, and wiping it out could provoke further rebellion among the other districts. The Capitol also underestimates the resolve and resourcefulness of the people in District 13, leading them to overlook its threat.

When the districts rebelled against the Capitol, district 13 was totally obliterated *SPOILER ALERT* in the third book, you find out that district 13 has been living safely underground plotting against the Capitol.

District 13 actually has two occupations. The Capitol told everyone that their industry was graphite, and that their citizens were graphite miners. The Capitol did not mention, however, that District 13 also supplied them with nuclear weapons. So District 13's occupations are graphite mining and nuclear weaponry.
I assume you mean in the Hunger Games. Answer: No there is not, the Capitol destroyed District 13 to prove their power.
