Dimitri Mendeleev created the modern Periodic Table in 1869, which was arranged by Atomic Mass.

In 1913, Henry Moseley published the results of his measurements of wavelengths of the X-ray spectral lines of a number of elements. This showed the ordering of the wavelengths of the X-ray emissions of the elements coincided with the ordering of the elements by atomic number, and not atomic mass. Also, further evidence has been shown with the large discovery and use of isotopes of the elements, the periodic law as Mendeleev, Meyers and others had proposed arranged by atomic mass, instead demonstrated that the properties of the elements varied according to their atomic number.

Dmitri Mendeleev... though he actually arranged his table mainly by atomic mass rather than atomic number, because he didn't know what "atomic number" was. He just thought that some of the measured masses must be incorrect. In many cases he actually got the order right, even though it meant his table was not strictly in mass order.
