well in my opinion it would be both because penelope was alone with suitors wooing her when she wanted her husband. on the other hand odysseus was fighting his life against a one eyed giants, giants the gods themselves and other horrible things.

This is opinion based so you may want to do some own research of your own, but I'll help -

Odysseus - has been away at Troy for 10 years and spends an additional 10 years travelling to get back home - hasn't seen his son except for a few days or so when he was a newborn - his entire force of men, who he would have been close to, what with spending 10 years at war together and then more time at sea with them, has been lost, eaten, killed, drowned etc. with him surviving solely because he has to reach home as it his fate (big aspect of mythology, fate).

Penelope - has been without a husband for 20 years - has had to raise Telemachus alone - has coped with Suitors for 3 years (citation needed as not 100% sure) and has seen her household being torn apart by said suitors e.g. Melanthius and Melantho were basically raised by Penelope and Odysseus, and then they start serving the suitors, sleeping with them etc.

All in all, I think Penelope, due to the fact that the husband was the principal family member who had to manage everything, and he was a king, responsible for the welfare of the whole of Ithaca. This would result in a massive amount of responsibility being placed on Penelope to hold his estate together, raise his son to be the future king, and then deal with the suitors that come to harass her for her hand in marriage.
