White landowners, those who had no slaves or too few, rented convict laborers as farm hands. This continued after the Civil War when many ex-slaves could find no gainful employment.

All states arrest homeless people that have committed a crime. Typical crimes committed by the homeless include, vagrancy, panhandling, criminal trespassing, and theft. However, being homeless in itself is not a crime in any state.
Criminal statistics show that African-Americans are disproportionately represented in the criminal justice system, with higher arrest rates, incarceration rates, and longer sentences compared to other racial groups. However, it is important to note that this does not mean that African-Americans are inherently more criminal; rather, societal factors such as poverty, systemic racism, and bias in the criminal justice system contribute to these disparities.

A vague, poorly delineated set of minor offenses (dating from the downfall of feudalism in England, when there was an acute shortage of laborers), such as being in a condition of unemployment, wandering from place to place with no apparent purpose, and having no visible means of support. More recently, the police have utilized vagrancy statutes for arresting persons thought to have committed a crime, when lack of probable cause for the personÂ's arrest is lacking. Vagrancy statutes have not been well received by the courts, due to their abuse, and have often been declared unconstitutional due to their vagueness, and their ignoring of due process.
African Americans had to face many threats. This included the Black Codes. The Black Codes were laws passed in the south right after the Civil War that severely restricted the rights of freed slaves. Some of the Black codes included: *Making it illegal for African Americans to own or rent farms. *Allowing white employers to easily take advantage of African American workers. *Allowing officials to fine or arrest unemployed African Americans. etc. The congress responded by making the 14th and 15th amendment. In the 14th Amendment it allowed African Americans to gain full citizenship, and the principles of equal protection and due process were intended to protect their rights. In the 15th Amendment it allowed African American men to vote. This changed some things in the south and helped out African American people break through another glass ceiling. The black codes denied rights by allowing local officials to arrest and fine unemployed African Americans and then make them work for white employers to pay off their fines. Other black codes banned African Americans from owning or renting farms. One black code allowed whites to take orphaned African American children as "unpaid apprentices". To freed men and women and many Northerners, the black codes reestablished slavery in disguise.
Many U.S northern citizens were against slavery and thought since the North was all free states, that a slave in the north was automatically free. This was not the case. The bounty hunters would arrest the slave and even free African Americans. Despite the controversy, even Abraham Lincoln believed the law was wrong but agreed to enforce it.
