There was a civil war with the districts and the capital, back then there were 13 districts. The Capital won and the districts got punished. Every year they have the Hunger Games to remember the rebellion. If you have read the first book, two tributes from each district,from ages 12-18, are to fight in an arena to the death.
All the districts have to do the hunger games as they all rebelled against the capital. The capital use the hunger games to scare the districts and stop them rebelling again as they don't know if they can control them again. So it is used to stop them fighting back its there weapon against them.
