Castles and palaces are not the same thing, A castle is built as a fortified structure to withstand enemy attacks. A palace is built as a place of luxury.
Salah-el-Din, the Ayyubid Ruler who came from Syria to rule Egypt. He chose this site to build this fortified edifice to be his royal residence from which he can rule the city.

In the fifth century, Pope Symmachus built a papal palace close to the Old St. Peter's Basilica which served as an alternative residence to the Lateran Palace. The construction of a second fortified palace was sponsored by Pope Eugene III and extensively modified under Pope Innocent III in the twelfth century.Construction of the current version of the palace began on April 30, 1589, under Pope Sixtus V.
A high rocky hill on or near which early people built cities is called a citadel or acropolis. These fortified elevated sites provided strategic advantages, such as defensive positions and improved visibility, making them ideal for early settlements and city-building. Examples include the Acropolis of Athens in Greece and the Citadel of Machu Picchu in Peru.
