The Forum in Rome was not built by anyone in particular. It was developed over many centuries and many people commissioned buildings in this area. Basilicae (singular basilica, public buildings) were built: the Basilica Porcia (built by Marcus Porcius in 184 BC), Aemilia (Aemilius Lepidus, 179 BC), Semrponia (Tiberius Sempronius Gracchus, 169 BC) Opimia (Lucius Opimius, 121 BC) and Julia (commissioned by Julius Caesar and completed by Augustus).
During the imperial period more temples and triumphal arches were built. The last major work in the area was the large Basilica Maxentia, built by Maxentius in 312 AD.
