The Forum in Rome was not built by anyone in particular. It was developed over many centuries and many people commissioned buildings in this area. Archeologists have found out that the first temple of Vesta and domus regia (house of the king) were built around the time of the foundation of Rome in 753 BC. They were built either by Romulus (the first king) or Numa Pompilius (the second king). The first senate house was said to have been built in the seventh century BC by Tullus Hostilius, the third king. The Cloaca Maxima (the main sewer) and the Temple of Jupiter Optimus Maximus were built in the 6th century BC, still during the monarchic period.

During the Republic many buildings were added. The temple of Saturn was bruit in 497 BC, that of Castor and Pollux in 494 BC, that of Concord in 167 BC, that of Felicitas in the mid-2nd century BC, that of Venus and Roma in 135 BC, and that of Antoninus and Faustina in 141 BC. It is not known who built them. Basilicae (singular basilica, public buildings) were built: the Basilica Porcia (built by Marcus Porcius in 184 BC), Aemilia (Aemilius Lepidus, 179 BC), Semrponia (Tiberius Sempronius Gracchus, 169 BC) Opimia (Lucius Opimius, 121 BC) and Julia (commissioned by Julius Caesar and completed by Augustus).

During the imperial period more temples and triumphal arches were built. The last major work in the area was the large Basilica Maxentia, built by Maxentius in 312 AD.
