EXPLANATION:
The "Laws" of Science aren't the same kind of "Laws" as those around speed limits.
"Laws" when applied to science means a statement of the empirically observed result of many experiments or observations.
These laws usually grow as understanding grows.
If I drop a rock, my first observed law would be "Rocks fall towards the Earth when I let go."
My second law would add to that " ... and they fall faster and faster as they fall further."
Next I'd say "... until air resistance stops then from falling any faster."
A bit of math and observation and you have a scientific "Law" about terminal velocity in a known gravitational field through a gas of known viscosity.
In this case the law might have developed ofer thousands of years by hundreds of people with no real owner. At the end someone puts their name on the equation and it seems to be their's.
People often get the meanings of terms confused when they carry them from one area of knowledge to another area. Law is one of these terms, theory and proof are others.
