Who came up with the first lady?

The president Zachary Taylor first used the title "first lady" in 1849 when he read a eulogy (that he wrote) at the funeral of Dolley Madison. But it wasn't until 1860 when Frank Leslie wrote "The Lady of the White House, and by courtesy, the First Lady of the Land" in Illustrated Money when speaking of Harriet Lane. Since then every President's wife has been called First Lady.
