I'm not sure who exactly, but it was originally called dominion day. I'm not sure any one person "came up" with it. It just commemorates the day on which the dominion act was signed, basically the day on which Canada gained the right to self governance.

I'm just wondering if you are mixing Remembrance Day up with Remembrance Sunday. In the United Kingdom, although two minutes of silence is observed on 11 November itself, the main observance is on the second Sunday of November, Remembrance Sunday. Ceremonies are held at local war memorials. Along with a big parade in London.
